The school district is the biggest variable

Buford City Schools is an independent system that serves properties inside the incorporated city limits. If your parcel is in it, the county school levy does not apply to you — a different school millage does. School tax is typically the single largest component of a Georgia property tax bill, so this one distinction moves the total more than anything else on the page. Two comparable homes with Buford addresses, one inside the city and one just outside it, are not carrying comparable bills.

Gwinnett or Hall decides who assesses you

Most of Buford sits in Gwinnett County; the northern portion is in Hall. Your assessment, your appeal, your homestead exemption filing, and your vehicle ad valorem all follow the county — not the city, and not the postal address. The two counties run different offices, different deadlines, and different overall rate structures.

Mall of Georgia is not in the City of Buford

It is the clearest example of the problem. The largest mall in Georgia carries a Buford address and sits in unincorporated Gwinnett County. Every business in and around it is in the same position: a city name on the letterhead, a county jurisdiction on the paperwork. If you assumed the city issues your occupational tax certificate because your address says Buford, that assumption is worth checking.

Business licensing follows the line, not the letterhead

Occupational tax in Georgia is owed to whichever municipality or county you physically occupy. Inside the limits that is the City of Buford; in unincorporated Gwinnett it is the county; on the Hall side it is Hall. Having renewed with the same office for years proves only that nobody has re-checked it — not that it was right to begin with.

What none of this changes

One thing stays constant through all of it. Georgia has no local income tax of any kind, municipal or county, so none of the boundaries on this page touch what you file with the IRS or with the state.
