A Covenant Does Not End When the Owner Does
Winder is the seat of Barrow County, courthouse on the square, at the point where the I-85 corridor stops looking like Gwinnett and starts looking like farmland with subdivisions arriving in it. That transition is the whole tax story out here.
A great deal of Barrow land is enrolled in conservation use — Georgia's arrangement that assesses qualifying agricultural, timber and conservation land on its use rather than its development value. It is a genuinely good deal, and it comes with a ten-year covenant. Break the covenant and the savings are recaptured, with penalties on top.
Which matters enormously right now, because land here is changing hands and changing purpose. People inherit acreage without knowing a covenant runs with it. People sell part of a parcel.
